Pennsylvania’s school funding system is broken. It is unfair and inadequate. PA ranks 42nd in state share for education.

Pennsylvania’s school funding system has been ruled unconstitutional by the state’s highest court. Currently, 70% of Pennsylvania students are affected by a $4 billion adequacy gap, demonstrating the severe underfunding of our public education system.

The impact of this underfunding is significant but targeted funding is already showing positive results. Schools that have received additional resources are hiring more teachers, restoring vital programs, and improving their facilities. However, all 500 school districts need support through increases in basic education funding (BEF) and special education funding (SEF) to keep pace with rising costs.

Essential reforms, including cyber charter funding changes, are crucial to ensure that education funding keeps pace with inflation across districts. Without these reforms, even increased funding won’t be sufficient to meet our students’ needs.

What Must Be Done

Every Pennsylvania student deserves access to quality education, regardless of their zip code. The state must accelerate its efforts to fix our unconstitutional funding system, focusing particularly on the 348 most underfunded districts while ensuring all schools can meet rising costs.

Our children’s future cannot wait. We need the General Assembly to commit to a clear timeline for fully funding our schools and to support Governor Shapiro’s 2025-26 budget proposal, which takes important first steps toward constitutional compliance.
