PASW Governing/Endorsing Rights and Responsibilities

Governing Body Membership:
- Governing Body organizations commit to full engagement as a contributor to coalition policy, strategy, and work plan development and a decision-making member. High level staff members will represent their organization as the voting member in coalition votes.
- Commit to having a senior level staff member spend a significant amount of time on campaign work.
- Ensure that diverse voices are represented throughout the implementation of the campaign’s workplan.
Endorsing Membership:
- Endorsing member organizations agree to support the campaign’s principles, promote activities of the coalition, and implement the campaign’s core strategies. Endorsing members do not participate in coalition votes.
Shared Responsibilities:
All members, both governing and endorsing, commit to the following responsibilities as supporters of the coalition.
- Consistently attend general and committee meetings
- Serve on at least one campaign committee (i.e. Government Relations, Mobilization, Communications, Research)
- Engage in all coalition efforts with a spirit of collaboration and respect for all members’ positions
- Regularly share and disperse campaign generated documents through appropriate organizational communications and social media platforms to increase public awareness and support
- Use PA Schools Work materials to advocate for campaign principles
Shared Campaign Principles:
- The state must fund public education equitably and adequately so that all Pennsylvania students, regardless of race, ethnicity, ability, family income or the community where they live, can attend public schools that will ensure they graduate with the 21st-century skills necessary for success in college or a career.
- To achieve the campaign’s goal that Basic Education Funding meets the purpose and intent of the current funding formula, the state must, including but not limited to:
- Pay its fair share of public education costs by:
- Increasing basic education funding by billions of dollars across several years through the state’s fair funding formula
- Ensuring sufficient resources for special education and career and technical education
- Delivering targeted property tax relief to those who need it
- Generate the necessary revenues through sustainable, recurring funding sources
